The BIPM-sanctioned data model will soon be required for communicating information, for example, in the CCT APIs for reference temperature scales and the mise en pratique of the Kelvin, for CMC entries, in the data model of key comparisons, and potentially among other reference datasets, like the values of the Recommended values of standard frequencies and mises en pratique for other CCs.
I argue that the SIRP could be a good place to define this data model because it contains the knowledge of the SI Brochure, and these specific topics are dealt with in sections 5.4.1 and 5.4.5 of the 9th edition v4.01 (Value and numerical value of a quantity [...] and expressing the measurement uncertainty in the value of a quantity, respectively).
