Cloudstack 4.20: Why Limits in Domain dashboard do not match the domain settings?

I have just set up a one machine Cloudstack, and I have created two subdomains to the ROOT. By default there are no limitations for the domains, but if I log in as the domain addministrator for one of the domains, I see that there are 40 CPU cores, 40 GB memory limit, 200 GB primary storage limit etc.
These seems to be the default project limitations. I have changed the max.project settings and restarted cloudstack.manager, but still on the Domain I see the old limitations.
I tried to find out if there is a default project for the domain, but neither on the web interface neither with cloudmonkey I could not find any project.
How to resolve this?

I found the answer myself, this are limitations to the account. So I need to change it there...
