On SAML logout, infinite loop

When logging out of Cloudstack, or if my session expires, it goes into an infinite loop. Actually, it might not be infinite on 4.21 (it shows ~1200 requests), 4.20 it definitely was as it consumed high CPU until you killed the tab.

This ONLY happens with SAML auth, and I'm using Okta as my provider.

The resolution is to clear all cookies/cache then everything goes back to normal.

I've only attempted this on 4.20.1 and 4.21.0 so don't know if this is a regression.

Is this same to issue #11078, which should be fixed by #11359 ?

#11359 looks like it was closed? I do see #11361 targeting 4.20 though. Did that make it into the 4.21 branch?

all commits in an older version will go to newer versions and main branch

We noticed it in 4.20 and 4.21 with Keycloak as well.

@mahdiadnan with #11361 it should be fixed in 20.2 and 22.0, but not in 21.
