[BUG]: Scrolling while dragging an item offsets the item from the cursor

What happens?

When you drag to re-order an item, but scroll while you are dragging, the item moves away from the cursor leading to it being placed incorrectly/away from the mouse cursor.

What are the steps to reproduce this issue?

1. Create a bunch of Text items so that you can scroll down the list
2. Add another item, such as a Techs item
3. Scroll to the bottom of the list
4. Start dragging the Techs item and scroll to the top while dragging
5. You should see that the item moves away from the cursor and leads it to be placed far away from where you are pointing

What were you expecting to happen?

The draggable item should stick with the mouse cursor, even while scrolling through the list, making it easier to place in larger/longer README files.
