Using This https://github.com/kenjis/ci-phpunit-test for CodeIgniter PHPUnit 6.x Tests and you're unable to setup code completion with phpunit.phar in project root or include path. then use this method. Tested with PhPStorm

INSTRUCTION

• Copy Test_Unit folder to application/third_party. Thats all.
• You may wish to add the Test_Unit folder to your .gitignore
