Upgrade dependencies to fix critical security vulnerabilities: Active Storage arbitrary file read via unsafe libvips operations, MessagePack data leakage/corruption and DoS, ERB code execution via marshal deserialization, and RBS parser DoS/crash on invalid input.

This PR will resolve the following CVEs:
