Prepare azure.ai.training 0.0.3-preview release

  • Bumps azure.ai.training from 0.0.2-preview to 0.0.3-preview in:
    • version.txt
    • extension.yaml

• Release notes

  • Adds the 0.0.3-preview changelog entry.
  • Calls out support for Foundry storage connections, preserved named output asset metadata, and azureai dataset reference passthrough.
