Add enum validation for program_data.status:
Active
Inactive
Pending
Updated Mongoose and registry-org schemas. Added tests for accepted values and invalid status rejection.
Tests:
baseOrgRepositoryTest.js — 5 passing
Docker integration suite — 489 passing
