Adds the
2.8.4release notes (dated 2026-07-23) to the top ofCHANGES.md, following the existing entry format. This changelog is authored by Claude Code.The 2.8.4 release is cut from the
master-2.8.xmaintenance line (currently2.8.4-SNAPSHOT).
