Restores the postgres-stack Renovate customManager + digest-only-within-18 packageRule + the postgres_image.go bump-procedure comment (PR #673, merge 86c1bd7) after PR #686 (RIG-2791) silently reverted it via a stale-branch merge. See RIG-3040. Reapplied onto current main (config.json5/config.test.ts drifted since #673 via the RIG-2852 wails rule #681), not a byte-restore; the postgres_image.go comment is a clean revert-of-revert. Re-establishes the automated postgres:18 security-rebuild digest bump (DL-260 freezes the major at 18). Refs RIG-2774, RIG-3040.
