This PR adds a PKCS 12 builder to the pkcs12 crate as
Pkcs12Builder. A high level parser is included asparse_pkcs12. The builder is gated on the builder feature (similar to the builder in the cms crate). It includes legacy algorithm support gated on the legacy feature. Interop tests with openssl are included and there's a command line utility that uses the builder here at https://github.com/carl-wallace/pkcs12-rs (on the formats branch) for ad hoc testing.
