GitHub is forcing actions that target Node 20 onto Node 24, and warns on every job that uses one. actions/checkout was the only such action here, appearing in all three workflows -- v4 in smoke-test.yml and update-major-version-tag.yml, v3 in test.yml. The smoke test runs a four-platform matrix, so it alone emitted four of these warnings per run. v7 matches what coverage-reporter's workflows already use.
