Add research note: Heroku AI platform

What is this note about?

How Heroku — the platform that inspired and co-developed buildpacks with Cloud Foundry —
is adapting its PaaS to AI/agentic workloads: managed inference & agents as a standard
add-on, an MCP tool gateway, pgvector-backed vector search, an interactive AI Studio
workspace, and a fast-moving model catalog with explicit deprecation/data-governance
policy.
