Add the package skeleton for a GitHub Action that remaps Git notes after rebase merges: action.yml with the full seven-input/seven-output contract (runs on node24), strict TypeScript config, typed module stubs (main, github, git, mapping, notes, summary), vitest setup, and exactly-pinned npm dependencies. main.ts only validates inputs and exits cleanly; mapping and notes logic land in later tasks.
