Bump cli-compat skills to 0.2.12

Changes

Point the aitools skills version at databricks-agent-skills v0.2.12 (was
0.2.10). This picks up the 0.2.11 rename of databricks-genie →
databricks-genie-agents and 0.2.12.

Note on the rename

aitools update handles the rename by default: databricks-genie is
pruned and databricks-genie-agents auto-added. Edge cases:

• --no-new: old skill pruned, new name not added.
• --no-prune or a locally-edited skill: orphaned databricks-genie
  kept alongside databricks-genie-agents.
