Add monthly analytics dashboard

Summary

• add a July 2026 monthly analytics dashboard with alliance-wide and member-level views
• add ranked resource, collection, search, download, and API reliability reporting
• expose the dashboard at /analytics and link it from the footer
• include responsive styling, static July datasets, and accessibility coverage

Verification

• npm test -- --run src/__tests__/pages/AnalyticsPage.test.tsx
• focused ESLint on all changed TypeScript and TSX files
• focused Prettier checks on the new files; existing route-table formatting preserved
• npm run build
