Add claude-starter-kit to SDKs & Development Kits

Adds claude-starter-kit, a German-first starter kit for Claude Code (CLI).

• What it is: ready-to-use skills (council, second-opinion, autoplan, spec, canary, scrape, skillify, compliance), German legal and tax agents, CLAUDE.md templates, and an auto-memory setup.
• License: MIT. English docs are in README.en.md.
• Moved to the "SDKs & Development Kits" section (better fit than Guides) and placed at the end to keep the descending star order (0 stars, brand new).
