Update otelbot token creation to use GitHub App client IDs.
The
app-idinput foractions/create-github-app-tokenis deprecated in favor ofclient-id. The matchingOTELBOT_*_CLIENT_IDorganization variables have been provisioned, so this updates direct token creation fromapp-id/*_APP_IDtoclient-id/*_CLIENT_ID.Tracking issue: https://github.com/open-telemetry/admin/issues/744
