OSDOCS-16919: CQA fixes for console customization docs

Split out of PR #115956 (too large for review, per skopacz1's request) into a single-purpose subset: content-type/abstract and Vale fixes for notification banners, YAML examples, custom links, CLI downloads, login page, and external log link customization, plus splitting customizing-the-web-console-URL.adoc into two focused modules (customizing-the-console-route.adoc, customizing-the-download-route.adoc), wired into the customizing-the-web-console.adoc assembly.
