Add ability to: - list read-only-regions for vitess - target a specific region in a dump - create credentials for a region

Bugbot flagged that --read-only-region passwords printed as Primary. Record the region on the password model and mark connection type as Read-only region when creating a region-scoped credential. Co-authored-by: Cursor <cursoragent@cursor.com>
