This commit adds an initial support for creating ML-DSA keys and signing with them.
This commit will allow to create ML-DSA keys combining the kty and alg flags.

This commit adds an initial support for creating ML-DSA keys and signing with them.
This commit adapts the names in RFC 9964 and uses
--kty AKPand--alg ML-DSA-xxto create new ML-DSA keys.
