Following style of 'target radius' and other useful weapon launch curve inputs, this PR adds 'Target Forward Speed' which can be useful to use as an input and then use FoF as an output to do things like make turrets have a tougher time having dynamic FoF depending on target speed.

Also, this will require a version bump in multi.h.

Also pushed a multi bump, so we can hold off on merging this until it gets closer to 26.2 RC incase any other PRs need a multi bump
